In short

No class starts adjusted here. What exists is the tool to adjust one and the rule about who decides, and both are open.
The balance table exists and is entirely at 1.0, which means not one number has been touched on any class. If that ever changes, it changes with notice. A server that announces "balanced classes" at launch is describing work nobody has done, and here it has not been done.
The server can change damage by class without waiting on a client patch, and the whole table sits in an open file with the reason written beside each line. A hidden balance table is the easiest way to break trust in a server without selling anything: nobody can prove their damage changed, and nobody can prove it did not.
Three contexts, three tables. A class that is broken in a 1v1 is usually useless in a mass fight, and treating the two as one problem is why almost every server gets balance wrong: it nerfs the duellist and deletes them from sieges at the same time.
There is a Class Council every month: the top 3 of the Olympiad in each class is asked before any change, and no number on the table moves without going through it. And no change ships without a patch note giving the old value, the new value and the reason.
